Scanner Terms of Service
Last updated 2026-09-24. Factual correction to T1 on 2026-10-05: it previously said the Scanner's browser "identifies itself as CookieTelemetryBot"; only its robots.txt check does. No change to your or our obligations.
The Scanner is provided by Aviad Revach, sole proprietor trading as CookieTelemetry, Nahariya, Israel ("we", "us"). Email: [email protected].
You accept these Terms by ticking the box on the scan form. We record the time and the version of these Terms you accepted.
T1. What the service is.
The Scanner loads the public homepage of a website twice, each time in a fresh browser session, from a server in Germany, after checking robots.txt as CookieTelemetryBot. The visits themselves use an unmodified headless Chromium browser, whose user agent identifies it as automated ("HeadlessChrome") but not as ours (see our bot information page). It does not click, accept or reject the consent banner. It lists third-party network requests that occurred in both visits before any interaction with the banner, as matched by the EasyPrivacy filter list and our own list. It reports technical observations from those two visits only. It does not assess legal compliance, and it is not legal advice, an audit or a certification.
T2. Accuracy.
Results reflect two automated visits under stated conditions and can differ from what real visitors experience because of geolocation, timing, A/B tests, bot detection and classifier limits. Results may be incomplete or wrong in either direction. Do not rely on them as the sole basis for any decision.
T3. Authority warranty (required to unlock detailed results).
By requesting detailed results for a domain, you confirm that you own or operate it, or are authorised in writing by its owner to test it, and that you will provide evidence of that authority on request.
T4. Acceptable use.
You may not use the Scanner or its results to: harass, threaten or demand payment from anyone; present results as a finding about a named website's legal position, or publish them as one; support legal demands or regulatory complaints against a site you do not operate; overload or test the security of any system; or evade our limits (including through repeated or automated submissions). We may refuse, throttle or stop any scan and block any user without notice.
T5. Licence to results.
Results are provided for your internal use only. You may share them with the website's owner or your own advisers. You may not publish them or present them as our finding about any third party.
T6. Site-owner rights.
Website owners can block the Scanner through robots.txt (User-agent: CookieTelemetryBot) or ask us to add their domain to our do-not-scan list by emailing [email protected]. We act on requests within 2 business days and do not tell requesters why a domain is unavailable.
T7. Indemnity.
If you use the Scanner for business purposes, you will indemnify us against third-party claims to the extent they are caused by your failure to follow these Terms. If you are a consumer, you are responsible only as the law provides.
T8. Liability.
The Scanner is free and provided as-is. We remain fully liable for intent, gross negligence and fraud, for injury to life, body or health, and wherever the law does not allow liability to be limited. If you use the Scanner for business purposes, our total liability to you for anything else is limited to USD 50. If you are a consumer, these Terms do not limit the rights the law gives you.
T9. Law and forum.
Israeli law applies. For business users, the courts of Tel Aviv–Jaffa have exclusive jurisdiction. If you are a consumer, you keep the mandatory protections of the law of your country of residence and may bring proceedings in the courts where you live.
